The spot is very accessible. There is enough parking space for all the cars and moto's all the way to the left. There is also a small sandwichbar for simple food and coffee in the morning.
Locals are friendly and willing to help. There are a couple of rules to keep the nice atmosphere as it is.
Atmosphere
General
This place can look world class with the right conditions. Tends to close when it gets over 10 ft+

fun - i recently surfed encuentro march 5-10th. it was well overhead the first day closing out. very few people out there. after the storm cleared the area it was real fun 7-10ft in the mornings before the winds picked up. still alot of closeouts but worth it. there even was a whale jumping out of the water offshore one day. kind of a rough paddle out when it was big, but the locals were nice and enthusiastic. pretty crowded but no shortage of waves, and very good atmosphere in the lineup.
