Drive past Carmel Beach on the little road that the beach is on (past the houses on the point to the south) and pass the point. You'll see a bay with FAT shorebreak.

Water Quality - My high school science fair project involved monitoring the water quality of both Carmel river beach and the lagoon. If you don't want to get sick, I wouldn't recommend getting in the Ocean here. Consistently bacteria laden water.
