From Buenos aires, you get on the Buenos Aires-La Plata highway. Then access ruta 2 till you get to Coronel Vidal (380km aprx.) You make a right and go to Balcarce, pass through it and continue. There are signs. Quequen is 90km away from Balcarce.
You can park your car in "La Virazón" club. There you are on the beach. The spot is one of Argentina's finest.
Overview
Atmosphere
The only thing to be aware of is an old boat that sunk many years ago, that is covered by the break, but you can still see it's helix, so you surf away from that and it'll be ok.
nice people
I've just returned from Quequen. Stayed there in a surfer camping. I found people really nice and hot girls. I had no problems in the water with locals, they were very friendly. Its a great surfing town, with constant waves, specially till 10 or 11 in the morning.

That is not true
Good people in Quequen beach, I go there twice a week since 4 years and never see a fight, when weekends in summer could be a bit crowded but there are always a wave to surf.
