At Surfside Beach. The Surfside Pier has plenty of parking. It has meters, but are rarely checked. There's a pretty cool bar that sits to the left of the pier on the beach. Great place to grab a beer and watch the surf.
Just watch out for hooks and violent fisherman. The cops sometimes will get you for surfing too close to the pier, but if you hit in the early morning or dusk you'll be fine.

Atmosphere
Laid back. Like I said before there's an excellent bar to grab a beer and a bite and watch the surf. The locals are a pretty cool bunch, and it being so close to Myrtle Beach you'll have plenty of things to do.
General
This spot is extremely crowded with tourons during the summer and flat. The best time to go is the potential for hurricane swell. I was there for Hurricane Fabian in 2003, the surf was 6' and launching, but the majority of the time it's pretty flat.
