Drive through Bath Maine and then follow directions to the state park. If the gate is blocking the road to the far right point, bring a skateboard or walk down the beach.
To second what Chris said, med tide to low tide are best. I've actually seen it not break at all at high tide then start showing at almost low, then after the tide bottomed out and started pushing it jacked to head high barrels.

Reid State Park Photos
In the 90's I lived around the corner on Great Island and surfed Reid by myself numerous times. It can be like a cold water Puerto Escondido. I have pictures if anyone is interested.
