Check the map wannasurf....
Cottons is the last break in Orange County.Trestles(uppers) and everything south of it is in San Diego County.The confusion created by this misconception is why the toll road has made any headway. It is for Orange County (pushed by their elected officials), but would be built thru the Park in San Diego County.
