Santa Catalina or Bocas are best
Santa Catalina is the most consistent and best quality surf in Panama, although it can be crowded at times. Bocas del Toro is going to be good starting in December thru July, but can be hit or miss depending on swells. Don't waste your time with the waves in the Panama Bay area near Coronado. The area near Pedasi, like Playa Venao, or Cambutal can also be good and uncrowded, but never as good as Santa Catalina.
