Head towards Russel via the coastal route, look for a farm house right on the beach.Park up in the car park for 2$ and straddle the fence and you are there.
To surf this spot well you need to respect the beach, respect the locals and if you do those 2 things you will catch epic waves.

Atmosphere
Elliots is a camp ground during the summer so you can be surfing with heaps of city folk, but usally everyone is pretty laid back just cruising.
General
Just a real piece of paradise just beware that it is suituated not far from the Whangamumu whaling station so in the past it used to attract some very big nasties. When the sun is not out it can be a little scarey.
