If by "local" you mean that I live here then yes (calling someone local here means calling them uncivilised).
There are 2 car rental places here. Both are located in the Senegambia area.

Surf is gradually picking up but nothing to shout about yet. That place is called Cape Point and it gets some nice offshore waves when a big swell hits. Most of the waves are concentrated on the main beach areas near the big hotels.
I was born and bred in London but my old man is from here. I moved here in 2001.
I'll pm you my number and you can be the second surfer I have met from Wannasurf.
It gives a good indication of what to expect here.

How does the surf use to be in the beginning of january? I will arrive on the 29th of december. Heard it used to be good around that time. Would be awesome to catch some waves with you if you are going out around that time!
Also, just tell me if you need some surfgear brought in. Heard there was no surfshops in The Gambia.
