Just to answer the water temp question. It stays pretty much constant all year round. A summer suit 3/2 is fine. If the wind is particularly chilly just pop on some booties (i always wear them to avoid foot injuries) and you should be fine.
The Lagos area is more vibrant, further north where I stay can be very quiet during the winter, but I get the surf all to myself.
In Portugal its the air temp that differs greeatly between summer and winter, rather than the water temp.

Pisco23 are you sure there is no surf in Lagos - The Stormriders says that Praia Meia is a great beginners beach...

If a big swell hits (which is possible in Jan/Feb) the surf lights up all along the Algarve.
On the previously described trip in Nov 06 The closest beach to my place that I could surf was Martinhal. It faces due east and is the sort of beach that the skimpy bikini wearing I luv me brigade sit on as the sea makes the faintest of sounds in summer. It was well over head high and I got some good beatings.

Morocco at that time of year has lovely warm sunny weather (20+ degrees). The scenery is beautiful and while Agadir isn't much to go by, Essaouira further up the coast is a great little town full of character. In between and just off the coastal road are loads of beach breaks which are easy to surf. The nightlife might not be all that in Morocco but Tagazhoute is a nice mellow place and you can buy a few beers and grill some fish on the beach after a day in the water.
