Northwest spain (Galicia) will probably pick up the most swell due to its location. And there are over 50 well known spots all within two hours of eachother. There you can pick and choose where you want to go depending on the conditions.

France has sick waves but picks up less swell because its tucked away. And then there is portugal which picks up good swell in the summer.

Your best bet is definitly spain or portugal. If you base yourself in Galicia you can chase swell all over spain and portugal. It all depends on what language you want to speak. Check out the waves in the wave atlas and then make a decision.

Portugal will be for sure your best bet, with better waves warmer weather and cheaper life than Spain / France...
