April is generally the time of the year the waves in in Europe go from regular to occasional. Still I'd say your best bet would be the Canary Islands.

I went there this Christmas. Supposed to be the best season, but it was flat for 10 out of 14 days.

I also went in April last year, then I had good surf 14 out of 14 days.

Good swell and offshore wind.

Would recomend Peniche Area.
