Warm water helps too, although I know in UK you guys are short on the warm water. Anyway, here's a good post on good destinations to learn to surf, there are tons in central america:

As far as I can see SURFING is not one of your favorite skills, so even a compilation with a lot of help from others has to fail because You'll never know wether the information You get is ok or nonsense. You should think about it!
